F6 no longer works correctly

So F6 should put the game in it's default state, and turn off all mods, but for some reason now it just makes all my characters into the blob like thing that happens when you have multiple mods

So F6 should put the game in it's default state, and turn off all mods, but for some reason now it just makes all my characters into the blob like thing that happens when you have multiple mods on the same person. Is this just me? or is it a new problem with 4.0, cuz this never happened before.
