How to make a server for friends?

I wanted to play a Deathrun map with my friends, I thought it would be easy enough so i tried to use "Create Server" and choose dr_playstation_final. Typed "status" into console to get Server IP, sent it to my friend, and it didnt work for him, "Connection failed after 4 retries" is the error that showed up. He tried to create a server himself and i also got same error.
