How to merge INI files in one?

How to merge two INI files from different mods in one? If i already have ORFix.ini in BufferValues folder - how to add another ORFix.ini with nor replacing but merged in one files to make both mods works? Because if i clicking on the link with ORFix and chose "save as" - it suggests only replacing the file...
