fix broken mouse cursor?

im not sure if this issue is caused by a specific mod i have, but it only appears like this when i boot up 3dmigoto loader. i tried to download a cursor mod to go over it, but the black outline was still visible.

its been like this for a while, ever since i got 3dmigoto basically, but i tried to ignore how annoying it was until now.
